Every Hokage has given their life for the village. Danzo had Izanagi, which meant he gave his life practically sixteen times to defeat a rogue ninja attempting to destroy Konoha.

I salute you...Danzo-Sama!

While his sacrifice was noble, he is far from being the best Hokage; in fact he didn't even achieve the title, he was only a candidate. As others have point out, his sacrifice also didn't achieve much in the way of impacting the village; he failed to stop Obito and Sasuke. Tobirama, Hiruzen, & Minato on the other hand, gave their lives to protect the Hidden Leaf Village, and then there's Hashirama, who practically co-founded the Village with Madara. Realistically speaking, they (excluding Madara) are among the best Kage.
