Except for the fact that it was implied that it was a political quarrel(because you like altering the truth) here is why they did not fight with jutsus: First of all, the Third was a man of peace and it is only logical to assume he did not fight. Secondly i doubt that the other Konoha ninjas let them fight. Thirdly, i doubt two of the most talented ninjas of Konoha selected to fight and the other allowed it taking into account the fact that there was the risk of death for both of them and as result no Hokage. Finally, i doubt that Konoha let Danzo live in Konoha after a battle without banishing him. The injuries of Danzo could have very easily been from a previous mission of him, or just a way to fake his own identity.
