It is possible the eye is a bandage, but would be kinda silly for Danzo not to have implanted any other eye by that point if one of his eyes were stabbed out. We know that tons of shinobi had already implanted eyes very easily before this.
But his arm isn't hurt, we see him using it with no problems in this chapter. Why would he be walking around with a bandage on his arm for years if it works just fine? Can you think of any reason a guy would walk around with a bandage on his arm when his arm works just fine and wahtever "damage" that happened to his arm would to have happened several years before this chapter?
The lock on his arm was a seal to surpress Hashirama's DNA which was used to make Izanagi last longer. He didn't have to have the lock on if he didn't want to, he just had to surpress the hashirama DNA himself when the lock is off like Tobi does.

you ask about him wearing bandages but being able to use his arm....do you know how rediculous that is?
If his whole arm was burned with 3rd degree burns, he would HAVE to keep it covered, because the skin takes YEARS to heal after that...look at ANY serious burn victim...
Thats just 1 possibility, of many that would cause a person to cover themselves with bandages but still have use of their arm...
You say that the lock only supressed Hasiramas DNA?
Re-read the manga. The locks on his arm covered ONLY the sharingan....hashiramas face was on his shoulder, so if what you say is correct, WHY DO THE LOCKS COVER THE SHARINGAN INSTEAD???
When Danzo releases the locks, WHY DOES HE IMMEDIATELY UNCOVER HIS SHARINGAN if the locks only affect the hashirama dna???
You ask why he didnt have another eye implanted before shisuis.....how can you prove that he didnt? How do you know that he didnt have a byakugan, or some other eye implanted? I would rip my own effin eye out if I could put shisuis in instead.... even if danzo DID hav a normal sharingan in there, he would rather have shisuis, so whats your point?
