I think he did. He was extremely shady.
He stole Shishui's eye.
He probably manipulated Itachi and the Hokage to to have the Uchiha clan killed for his own personal power. (Multiple uses of Izanagi)
He manipulated the 5 Kage to become commander and chief of the allied shinobi forces.
Anbu black ops had very twisted means on training.
