Well he actually only had one requirement and that was Asura's chakra, which he got from Hashirama's cells. He would have needed either Madara's or Sasuke's eyes at the time. If he had of beat Sasuke, implemented them into himself, then he would have probably gained the rinnegan because he would have gained/mixed some of indra's chakra with asura's. ​
