Ok, I know this is a stretch, because Danzo has barely been mentioned since his "death", but hear me out.
So, the cloaked guy has a sharingan with stitches around it and the eye white is discollored. My theory is that Danzo used Izanagi with Shisui's sharingan to save himself and somehow survived and released the tongue seals to fake his death. He stitched the eye open to keep using it by preventing it from closing after Izanagi Danzo has Hashiramas cells, explaining his use of the wood cave. He hates Sasuke, but believes Itachi was a good guy. Few other characters fit that bill. He either cloned Shin, found a surviving Uchiha somehow, or found Shin has high chakra reserves and implanted the Sharingan, which he likely had many of. He raised Shin as an Uchiha in the hopes of marrying him to Sarada and making a brainwashed Uchiha clan the foundation of the new Root. Also, a bit of superficial evidence, Shin's high backed collar is almost identical to Danzo's.
