Danzo and Kabuto who is the better character? (strength, written, and importance)

Both are responsible for many mishaps in the world. Both overestimated themselves. Both are actually good at heart. (Danzo wanted peace in the world and Kabuto just wanted to be somebody) Both acquired borrowed techniques. Danzo and Kabuto lost because of misuse of jutsus. Both stories were sad and relateable.

Kabuto is the one responsible for current Madara thanks to his Edo Tensai

And Danzo is responsible for creating Kabuto (By screwing up his life)
