You need the blood and power of Uchiha/Senju in order to awaken the rinnegan
Danzo doesn't have the blood of Uchiha, and he can't control Hashirama's cells.
So, all he had was a seemingly portion of uchiha power and Hashirama blood.
He wouldn't of awaken the rinnegan, just control the bijuus (ninetails) and use an incomplete yin yang technique.
