Dan was a hokage material

I believe Dan was Kage level. Like Mei or Tsunade kind of Kage level(no offense to those awesome ladies) but just not top tier Kage level. Accomplishing that whilst coming from no spectacular clan or lineage and having no notable teacher, is quite a feat to me.
