Really dont see no purpose to dan Kato other than getting in the way of jiraya and tsunade and as a character hes a scrub only has one ability which is pretty useful but died young
Pretty much him and dan Kato serves as the reason tsunade initially hated being hokage but tsunade brother can serve reason enough and at the very least didnt need to make them lovers but someone she has a crush on maybe with that atleast get more background on him.
We know jiraya likes tsunade and dont really see no reason they shouldn't be a thing instead of making him like kakashi a forever bachelor. It would be one thing if thats the lifestyle he preferred but given the opportunity think he would prefer a life with tsunade.
