Dan full restore

I don't understand how Dan could give Tsunade a full restore. He couldn't be that powerful. I know he wanted to be hokage but he was miles away from that when he died.

Yes, this. Also he had a Revive but was saving it in case she fainted. He also had a Super Potion but decided not to use and considered switching Pokemon.

I'm pretty sure edos don't have unlimited chakra. I know Dan was strong but not kage level. Not enough to revive her and fill her chakra reserves in her forhead.

He said he wanted to be hokage talking to Tsunade way back in Naruto. I don't know for sure that he's not strong enough but no one in the manga refers to him as strong or a candidate for hokage. So you can assume he not at kage level.
