For some reason Kishi has been portraying him as rather rash in the war arc. He seems to just rush into battle now, similar to how naruto did in part 1. Naruto has been the more level headed one at times of the war atanding back to analyse or even warn Sasuke not to be reckless. Maybe on some level Kishi is trying to reverse or even level out their battle styles, it seems weird though.

That's what happens when you get a powerup such as ems, all rationality flies out the window and you feel invincible. Remember how sasuke thought he could take out the 5 Kage with his had abilities. Hebi sasuke was so much cooler.
