It's Sasuke, you could tell he was going very easy on Suigetsu, not really getting involved, plus he's the one who set him free, using sharingan to manipulate that guy to free Suigetsu. So he could take Karin test her abilities and Suigetsu's. He also mentioned that they would be both worth it for his team.
It is just a filler but Sasuke tested Suigetsu later when he sets him free and creates Hebi.
For being a filler, it's strange that Karin wasn't really gushing over Sasuke and the chakra chain of hers we never see until the war arc when Madara kills Sasuke. She never used it in other battles where it would be really worth it... that's a filler for you makes no sense.
