This is an example of someone misusing the word Fodder. Just because an important character got beat, doesn't make them a fodder (if we talkin' bout Juubito)
You use fodder to describe unimportant characters, like the SA ninjas with no name. Or Itachi.

Orochimaru was so mesmerized by Itachi's power that he became obsessed with the Sharingan after this incident.
-Instilled in Kisame the words that would later allow him to recognize his own worth at the time of his death.
