Dabura's weaker; Gohan wasn't as powerful as when he initially fought Cell in the early Majin Saga. Super Perfect Cell is a no brainer, a regular Perfect Cell might be debatable.

Hes around Cell level but Cell is stronger because of the regeneration and him getting a Zenkai boost like last time because of his Saiyan Cells

But Cell level isnt that special to the Z Fighters anymore
