I was just looking at the gif with Boruto. Anyways, I don't know much about Boruto anime but knowing Juugo from Naruto Juugo is stronger

Jugo was better scaled in Naruto, with his reactions to V1 Killer B surpassing Ao being showcased along the V1 RK level bodyguards.
In Boruto, both have underwhelming showings with Ao getting a frog dropped on him while Jugo was not blitzing the world to oblivion. Their common factor is facing Team Konohamaru, who showed more control and comfort against Ao than Jugo.
In terms of abilities, Jugo has his high stats boosted by transformations for pseudo-armoury while Ao has his Water Style and mechanic attachments. Based on his Five Shadows Meeting achievements, I think Jugo can block attacks from Ao and kill him with his energy blasts.
So Jugo should scale slightly higher and has the advantage in powers.

but didt get both get amped in boruto?
Juugou got more curse mark chakra from that one guy and ao got cybernetics

Amps and boosts apply upon normal abilities, so any boost makes one better compared to their immediate alternative.
When you have different skill-sets, characters or ages, then boosts alone prove very little.
Besides that, we do not know if Ao got much of a boost with those mechinations considering he lost his natural body parts, so they are a replacement more than an addition. Can you quantify how they compare to his normal limbs?
