Okay, let's start with the first one. What you're going to need to do is gather chakra, channel it into your hands as you place your hands in the air with your palms facing the sky. You will then use that gather chakra in a somewhat of a projectile form, propelling the energy into the sky above. An Atmospheric disturbance will occur in which the static and electrical charges will cause storm clouds to form, forcefully. The clouds themselves will clash together and cause a violent storm which covers the entire field.
Wouldn't this one be the second on in my post? ;D
This seems fairly basic, do I need to perform it?
I like the idea of this technique, could probably use it in a fair amount of combos.

Covers the sky with thunder clouds.
Last's for 2 turns.
Can only be used twice per battle
Can only be used and taught by ~Sage~
Castiel starts by gathering his raiton chakra in his hands, he than rises his to open hands up into the air, releasing a burst of lighting chakra up into the sky causing a sort of disruption in the atmosphere causing a chakra induced storm.

Te next one can only be done while there is a storm. So just do the same thing by gathering chakra and channeling it to your hands. You should then slam your palms on the ground and release the chakra. It should cause lighting to shoot up and burst towards your foe and explode up impact of lighting striking it from above.

The day was nice, Link and Castiel were talking about god noes what, then they started talking about Link's custom techniques, there was one that was able to create a storm via lighting chakra, seemed interesting to Castiel so he asked Link if he could learn, and he said yes. So Link explained the process of the technique to Castiel, and Link wanted Castiel to perform the technique in his own words. So after Link shows Castiel how to do it, Castiel gives it a shot, Castiel starts by gather a large amount of raiton charka in his palms of each arm, then Castiel raises his two hands in the air, palms first, from there Castiel proceeds to release the chakra up into the sky. The chakra starts to disrupt the atmosphere, this creating a chakra induced storm that can be used for many attacks.
"I throw my hands up into the air sometimes!"

Description:
The user gathers raiton chakra in their palms, performs a few seals and then slams their hands to the ground. Lightning, tears up from the ground infront of the user and burts towards the opponent. When the lightning is close to the opponent, another bolt of lightning, surges down from the sky in an instant and collides into the bolt on the ground, creating a giant electrical explosion that could easily get an opponent at close range.
Can only be used 2 times per battle.
Can not use raiton jutsu for 1 turn.
Can only use up to B rank raiton jutsu for 2 turns.
Can only be used if there are thunder clouds on the field.
Can only be used and taught by ~Sage~.

Since making the other technique Castiel listens to Link once more, showing Castiel how to perform the next technique, this technique needs a storm. Lucky for Castiel he had already perform the previous technique that gives him a pre-made storm. So Castiel begins to gather his raiton chakra in his hands once more but this time, he slams them on the ground releasing the chakra, in the form of lighting the lighting tears though the ground racing towards your clone as the lighting in the ground gets within close range of your clone, another lighting bolt from the sky comes down and strikes your clone, so lighting from the ground and the sky collide with your clone right in the middle.
