Description: After performing a single handseal, the user traps the opponent inside a genjutsu. With the genjutsu in place, the next step that the opponent takes is met by a sudden flash freeze which emanates from their feet and rises up quickly through their body before settling behind the eyes. The opponent then sees an frosted white veil begin to form over their eyes, giving the impression that his eyes have been covered in ice. With the veil also comes the inability to look in any direction other than forward.
-Cannot be used in successive turns-
-Can only be used four times per battle-

Umm, well, can this genjutsu only be used on a moving opponent? Can this genjutsu be used on a stationary person, remaining a dormant gen, which would activate when the person starts moving?
And also, would it cause the opponent some pain, considering having their eyes frozen would be quite painful?

You can use it on one who's stationary, it'll just activate when/if they decide to move. And the pain thing is entirely dependant on your description, if you make the pain a direct effect of the Genjutsu then no. In order for it to work, because I didn't add a damage to the gen, you'd have to make it seem a natural reaction of the body to what's going on. So when they see/feel the cold travel through their body, they will obviously activate their natural defences, numbing their nerves etc. then when it settles behind the eyes, the brain will tell itself it is freezing, so yeah, describe it right and it can hurt.

Description: This technique is a technique designed for torture. Activated through the snap of a finger, the user places the opponent in an illusion where several skeletal, carnivorous, aggressive fish materialize around the opponent. Upon its materialization, the fishes proceed to devour the opponent in any way the user intends them to; whether by robbing them by their limbs, or simply tearing out chunks of flesh, whatever the degree of gore, the fishes will never kill the opponent. However, the effects of the fishes mauling is felt by the opponent in reality. For example, if their legs were torn off, they'd imagine unbearable pain, and shock from losing their legs. In addition to the mental stress and pain, they would also, due to the reality of the illusion, believe that they can no longer use their legs. Hence, any damage sustained within the illusion is believed to be real until the illusion is released.

Note:
- Can only be used 3x per battle
- No A-rank and above Genjutsu for the next 2 turns

Umm, well, this technique is initiated rather quickly. Just through a snap, so that's pretty cool. You create some fishes who can devour the opponent. You could bite off their arms to prevent hand seals for Kai. It causes both pain and mental stress. Yeah, pretty much it. Any questions?

In terms of size and numbers, where do the restrictions lie?
In terms of size, I'd say the fishes would be no bigger than those in the spoiler. Yeah.
In terms of number, there isn't a definite 'minimum' number of fishes you can create. You could probably create a swarm of fishes around the opponent, blocking his view of you, but either way, having your limbs bitten off would cause considerable pain and you'd definitely squint or so. Doubt you'd maintain your focus.
