I realize I'm not even close to being able to create them but I was curious...what happens to the CEs of users who haven't been active for years and no one else has been instructed in it?

Nothing happens, same as their customs. People don't have a mandatory level of activity to be able to "keep" their CEs. The CEs are made by them and are, in essence, theirs. They stay there forever as theirs. Regardless if they return or not.
