Cursed sealsand sage chakra

we know as explained by Kabuto when he developped his Dragon SM he used some of Juugo's DNA to passively absorb natural chakra and remain in SM, and cursed seals use some of Juugo DNA, in addition Jiraya's incomplete sage mode modified the his body (Eyes , large nose, warts, goattee, and frogs limbs) and sasuke's cursed phase also change him (Dark skin, longer hair, dark sclera, wings, and some decent lipstick -just kidding-)
so can Cursed seal V2 be considered as an incomplete Sage mode?

VERY interesting question, but I don't think so. It doesn't come with manipulation of nature chakra, I don't think. +Rep for the thought though.

Yes, Orochimaru also has SM too,(imperfect) (White Snake Mode). Juugo's Clan has naturally SM, as your post. black skin etc.

yes CS is a watered down version of the sage mode,that's why CS grants its user more power and more speed
