more specifically jugos "curse mark" is actually a different kind of sagemode. unlike the other sage modes this one actually focuses on transforming your body. their sm automatically collects senjutsu that's why jugo goes berserk because he absorbed to much and needs to release it.

some people say curse mark is not sm because the tattoos/face paint doesn't come from the eyes. but that's wrong their eyes still change color just like any other sm and the marks appear from all over their body not just their face. look at jugo here
