It's just a logical assumption to believe Dragon is currently the strongest character.

It's hard to list just 5 because the top tiers (especially admirals) are so close in strength. My 6th would be Kuzan btw, and I do believe post skip Akainu improved more so than Kuzan (if he improved at all, he lost a leg afterall).

Well considering the hype Oda is giving for Dragon not to mention being the son of Garp and the father of Luffy, Dragon's presence is far greater than that of Shanks the whole war stopped for a moment just at the revelation of Luffy being his son. Not to mention Akainu himself see's Luffy's potential as dangerous due to Dragon not to mention Akainu was even comparing the sons of Roger and Dragon being brothers as a frightening thought.

what puts Roger above Garp and Whitebeard? As far as i'm concerned those 3 were equals. Roger didn't beat WB and vice versa. Neither did he beat Garp.
