i put an asterisk by gai name because he would normally die from using said ability, thus it's a one off suicide tech.
i put naruto and sasuke as equals because thats what we are lead to believe they are suppose to be. although i feel like naruto may be stronger, admittedly we have yet to see what sasuke does so i'll hold out for a true judgement. but naruto does seem like he got the better deal with the abilities. he was able to make madara look like a chump before releasing his full potential. the others should be self explanatory. juubito was weaker than madara and gai almost killed madara. hashirama admitted obito was stronger than him, which was before obito gained control. the others could go either way really as after you get past hashi it doesn't really matter what order they go in.

Hagromo is still stronger than Madara despite common views. Madara just achieved this power, and has lots to learn. Hagromo had it mastered and has shown he can use COAT well enough, whereas Madara has not. More so, Hagromo had all the Bijuu within him, whereas Madara does not since Naruto contains some of each. All in all, i would say Hagromo is leagues above him imo.

Naruto pretty much solo'd god Madara without kaguya,...which is leagues above EMS Madara anyway
