The only reason why I would consider MS Tobi inferior to rinnegan Sasuke at this point is because Tobi only uses his Kamui, Mokuton,
and Perfect Inzanagi to fight most of the time.
If he were to take the battle any seriously, he'll need to connect to gedo mazo and strictly use intangible kamui only.
Being attached to gedo mazou would increase his visual prowess as well:

Especially when he has the rinnegan himself
