Current Sasuke in the Chunin exam.

Out of curiosity any ideas why Sasuke was never officially made chunnin during his time during the leaf village? After his fight with Gaara, the proctor did bring up the fact that Sasuke displayed chunnin level skills and made him do a chunnin and above level mission by chasing after Gaara.
