because obito was trying to warp minato. he only had one eye which is why he couldn't warp and phase at the same time. if he had both kamui this would not be a problem.

It is always on unless he manually turns it off to atk, which he did in the moment minato atked him.

That was the whole point of minatos atk, to strike the moment obito materialized in order to touch(which leads to a warp) him.

No, Dual MS Obito's eyes seem to both do the same thing when activated at the same time (that's why his warping speed doubles).
We have no proof he could warp and snipe at the same time independently, furthermore he needs to have his eye in the real
dimension to snipe, thus he can't do it while intangible (since being intangible is just him being inside the kamui dimension)

It has a five minute limit. Obito only turns it on when needed and on reflex.
