I doubt the gennin Temari had more experience.

well temari seems like a logical counter but sakura will have intel on her wind jutsus, can pool chakra into her feet so shes not blown away, and depending on the location, can throw trees at temari.
sakuras smarter, more experienced, and more well trained in evasion. her databook stats are only surpassed by neji and sai among the konoha 11

I just read the location, Tenten VS Temari. Hmm it might be more difficult for Sakura to win this than I first assumed but I say she could still win due to her healing abilities to tank some of Temari's attacks until she can get close. I guess Sakura mid-high difficulty.
