Well we haven't seen Orochimaru fight with the use of his arms since part 1 so there's really no way to say at this point. I would assume that Orochimaru would be stronger than Kabuto since most of Kabuto's strength was because he had absorbed Orochimaru's body...

orochimaru currently has his original arms + 4 edo hokage. kabuto when he fought itachi and sasuke could have summoned chiyo kimimaro and madara any time he wanted but didnt due to overconfidence and the fact if he did so he'd have 40 000 pissed off shinobis outside looking for him and only him. he has no such incumberance here. so its essentially madara taking on the hokages until kabuto's defeated oro and moved on to helping him out. hokages cant put down chiyo and kimimaro without death god which costs themselves in the process. unless minato teleports them far away somehow or they genjutsu kabuto. but neither oro nor hokages have a known genjutsu strong enough. and kabutos completely immune to bringer of darkness, not to mention his poison which supresses mokuton

not most. some. he rarely used oro's abilities. oro doesnt have
- kabuto's edos
- kabutos sound 5 and taka powers
- kabutos original powers like suiton, chakra scalpels and perfect dragon sage mode.
