Do the Sage of Six Paths sons count as every shinobi that ever Existed?
Without those 2 Madara Probably Kills Everybody considering He Can Make Unlimited Clones like the people above me said and only people with Senjutsu can harm him which isn't A lot of People. So I'm going with Madara. The Only ones that Could harm him would be Kabuto,Naruto,Hashirama,Orochimaru,Sasuke and Jiraiya
