Gotta agree with Vstro. Only to an extent though. One Piece's weaker chars outperform Naruto's. Just look at Luffy when he was a scrub.

In-universe, they were little more than the equivalent of Chuunin Exams Sasuke/Naruto at that point. Characters that could probably beat the vast majority of others, but get stomped when pitted against other tiers we'd consider low(named Jounin & vice admirals).

If we're talking about all scrubs in general, I have to agree with Minamoto. The actual scrubs of One Piece don't have monster strength, whereas the ones in Naruto at least can use jutsu.

whasn't teh chakra fruit eater devided and sealed away through jusus???

yes ...but they used chakra they inherited from their mom and transformed it into jusu (yin and yang) to defeat teh chakra fruit eater...

but in one piece they use evil fruit power as it is..

You have a point. Some characters in One Piece don't even have a fruit to use, whereas all characters in Naruto have one in their blood.
