Lee if he has the deadly techniques that Gai had...he hadn't shown anything so far and i consider him the weakest in naruto's generation in the shippuuden series...no growth, nothing...

and even konohamaru can edge him out at the moment if he doesn't open his gates...konohamaru has rasengan, multiple shuriken, ash cloud...he can knock him out cold if Lee doesn't show anything substantial...

final call lee is just a straightforward close combat character...a bad match for a ranged one like gaara...specially right now that gaara has improved much on his jutsus....

Gaara, if Lee cannot open the 7th gate. Gaara can handle 6th gate IMO. But if Lee releases 7th gate, Lee might win
