I've prooved this a thousand times, with his normal chacra levels he can warp 1/3 of hachibi 2 times, so 2/3 of hachibi.

2/3 of hachibi is a lot bigger than susanoo.

Zetsu has Hashirama DNA all over him. His chakra is stronger than a regular shinobi's.

Also, where does it say Sasuke held Susanoo for 18 minutes? Danzo had 10 izanagis = 10 minutes and Sasuke didn't even use Susanoo all of their fight.
