What is the difference between Pain arc Kakashi and War arc Kakashi? Oh, I know. He can spam the living hell out of Kamui a lot more. Kamui is indeed the key factor here, but Deva Path proved to Kakashi that even with two Pain bodies working together, he will need someone else to help him, unless he stays at a distance and uses Kamui(which will be the best option). Kamui is fast enough to warp away Sasuke's arrow, so meager attacks would be useless, or he could just use earth wall. The only way for Pain to win is if they use Chibaku Tensei and suck up everything(including Kakashi), until there is nothing left of him. Another option would be Shinra Tensei, but that would take up too much stamina, and thus putting Deva path out of commission. This is a hard battle because Kakashi's only shot at winning is with Kamui while Pain has many ways of winning. I hate battles like this.
