Gai. They are even until Gai enter 7th gate. But in a fight between the two Gai wouldnt use his high level gates since it is forbidden and only used against enemies. Just like how Kakashi wouldnt use Raikiri against his comrads. It would probably go either way.

Kakashi has seen all Guy can do So Kakashi current or not will win cous of Strategies Kakashi will push guy to 4Gates then Kakashi hides and Play with clones attacks Then Kakashi can push Guy to 7Gates and Thats an K.O. For guy cous all kakashi need is to hide and wait for guy to run out of chakra Then silent kiling and Hiden mist will help to kill(Of course if fight wuld be in desert or plains then Kakashi dont have Chanses but if he fight in forest Or Mountainous place Kakashi takes this by using location and jutsus Advantage).Not forgetin Current Kakashi will have huge Chakra Lvl....
