Not really. Even Naruto is like that. Bleach even more so than Naruto.

Gray, his source of power is his memory and will... he can create anything in the form of ice. Natsu power is backed by his will also, and that provides his fuel for his flames. It would be a interesting match to see, but my money is on Natsu.

Not really.....fairies got stronger by fighting......read war arc in naruto

From what we've seen, Natsu but we haven't seen Gray's full abilities yet so I wouldn't rule him out.

I smell new power up for Gray. From the beginning he was portrayed as someone around same level as Natsu, but Natsu clearly surpassed him with Lighting Flame mode. I think that Grey is supposed to be equal with Dragon Slayers so i think that he in near future will get new power up (maybe curse), because i think that he is half Demon (If my prediction that Silver is his father is true).
