So, according to some interview Sai is supposed to be the cause of something big. By the looks of it from the latest chapter it could be that he will play cupid and unite Naruto and Sakura... sentimentality ftl lol

Sai makes a remark about how a person smiles very often toward the person they love, just like how Sai saw Naruto did toward Sakura......when Sai question him about this.....Naruto was implying that he would very like to confess, but it would contradict his promise of a lifetime toward Sakura.......because he thinks Sakura still likes Sasuke......
In short: Because Naruto thinks Sakura still likes Sasuke based off a promise he made to her in part I.....he thinks it would be wrong to tell her his feelings for her.....
Naruto is always like that toward Sakura.....He loves her, yet he is hesitant to tell her his feelings.......
