Really simple, you may not understand unless you read my old Thread of hypothetical CS3 theories, but, I think Juugo would be very close to an imperfect CS3 as how I described CS3

Just as one may acquire an imperfect form of Sage mode rather than perfect stage, what if Curse Mark had a perfect stage? Curse mark is basically a form of imperfect sage mode made with Orochimaru's imperfect Sage Chakra.
Now, in my old thread, I loosely described what CS3 would be like and how it would be reached, but now I feel like I can explain more solidly.
Each stage of the curse mark pulls the user closer to madness and blood lust as well as further disfigures them, Stage 3 would be the worst and make the user more beast than human in mind and body and quite unstable and out of control. The reason is due to it being imperfect just as Sage mode. Now, Juugo would be the closest example to this in every sense, He may be a somewhat example of an imperfect CS3.

Given that the Curse mark holds it's own Natural energy that it fills ones body with, it is already a certain amount of Natural chakra so one could not simply find the perfect level of Natural Chakra for them, however, Juugo naturally pulls in Natural Chakra so this allows him to surpass the ability of any average CS holder, a level, a stage above the others. However, this does not mean that it is the right amount and harnessed corectly, just like Jiraiya's form, it is imperfect.
What if someone had a perfected sage mode before receiving or even after receiving the Curse Mark? A perfect sage mode filters the Natural Chakra properly to not allow mutations and complications.

In the future of my Fanfiction, my AU Sasuke still has the cursemark, however, he unlocks Perfect sage mode instead of Naruto. He will unlock a perfected CS3, however, it will be a fusion of sage mode so it cannot be referred to only as one or the other.
The only way to have a perfect CS3 would be to activate with a Perfected Sage mode, however, this would be beyond both, it would be a Cursed Sage Mode.
Rather than becoming some uncontrollable beast, Sage mode would balance you out, now, there would be mutations regardless due to the Curse Mark.
The way these two modes would fuse would be one would have to go into CS3 and try having enough control to enter Sage mode while in this mode.
Sasuke in my story will form into a fleshy, flying serpent man for his CS3, un-intentially given he will be being beaten/stabbed to death, but he then tries to activate sage mode to try getting control back, he seems to be receding back into his second stage but, his dark impure skin will turn white, his dark hair silver, and his hand wings would instead form feathers and wings as strong as steal, his white skin furthermore will be layered in steel strength scales. Around his eyes, the purple snake sage markings will appear.
This stage could simply be activated and sustained by absorbing the natural chakra in and around the curse mark you yourself with the cursemark, once unlocked.
This may however only work for those who seek Snake Sage, any other sage may not comply with Oro's snake senju chakra

Summery:
CS3 would be made by absorbing Nature Chakra other then that of the Curse mark and transcend the power of
CS2
A perfect CS3/CS would be greater than a normal CS3 or even a Perfected Sage mode because it would be a fusion of them- Cursed Sage Mode.
CSM Could be Sustained with out a time limit however would take a a larger toll on your body than either Sage or CS would the longer you use it.
