Well he says it's till the Itachi fight and till end of invasion arc. Thus it's Post-Oro absorption and Pain arc SM Naruto. Dunno why you bring up war arc Naruto, he's irrelevant.

sm naruto is on another level than hebi sasuke.

CQC results in sasuke getting the preta path treatment, or killed by a rasengan variant as all of his techniques pale in comparison to oodama rasengan, let alone chou oodama or fuuton rasenshuriken. Naruto has the advantage in speed, has an overwhelming advantage in strength, durability, his precog is better than the three tomoe as he doesn't have to look at the target for it to work, and he can throw invisible punches. Then there's the fact that sasuke is going to have to deal with multiple narutos, each one that can compete on his level. Chidori nagashi doesn't deal with naruto or his clones as they throw invisible punches that extend beyond their reach, it can't be activated instantly, and it's much less damaging than chidori, so even a normal rasengan will overpower it and end up with sasuke dead.

genjutsu gg is laughable as hebi sasuke's most powerful genjutsu merely immobilizes the target and was nigh-instantly broken by orochimaru, itachi needed to use his koto crow in order to put base naruto into genjutsu due to naruto's experience fighting the sharingan, Naruto has clones to which the sharingan can't see through and while in SM NAruto's sensing skills are so good that he can fight while blind.

Sasuke doesn't really have a long range game while naruto's consists of throwing clones with giant boss summon tossing strength and attacking with oodama rasengan or fuuton rasenshuriken.

So sasuke gets pretty much stomped. A better matchup would be base pain arc naruto vs hebi sasuke.
