It's true.
He wasn't very extravagant in terms of the plot, but when you think about it, he was the reason for most of the hero's success.
He was the one who traveled to spread Ninshu, the lost art the Sage himself promoted. It was his training and instilling of values with Naruto set the stage for Naruto to win.
Not to mention Minato and Nagato. He might have failed with Nagato, but imagine if he hadn't have even tried to help him in the first place!
Jiraiya is pretty much the reason for most of the good guy's success.
