Personally i don't believe its Hashirama Senju......

To me the true creator, is the Senju woman who was renown for her genjutsu during that age, Toka Senju. Or if not that it might be a Senju technique that was passed down.

bahahah Kid Hiruzen making a genjutsu technique like that, would be something epic =D.

But with Obito they aren't fighting seriously yet. Still testing out his abilties and what he can do.
