Do you guys think Naruto could use the Creation of All Things he used on Kakashi's eye on Obito/Madara's collection of Sharingan from the hideouts and basically create a new Uchiha Clan?

Even if Naruto would have Banbutsu Sōzō it would be impossible. Banbutsu Sōzō creates something from Narutos own imagination. Naruto doesn't even know the most members of the Uchiha and barely Itachi. Actually he would create mindless puppets, I guess. The only way to create the old Uchiha Clan again is to use Hagoromos Kinjutsu Rinne Tensei.

It has to do with the Seishitsuhenka of Yō, Yōton. Yōton is very vitalising and it can affect a human body in various ways. Actually if Naruto would be able to use BS, he woudn't have to take a part of Kakashi.
