The Creation of All Things (万物創造, Banbutsu Sōzō) was an ability possessed by Hagoromo Ōtsutsuki, who used this to create the nine tailed beasts. The process he used is explained to have initially involved the administration of imagination, and the spiritual energy which forms the basis of Yin chakra to create physical forms from nothingness. Then, through the application of vitality, and the physical energy which forms the basis of Yang chakra, he would breathe life into the resulting creations.
Creation of all Things is a jutsu originally created/possessed by Hagoromo himself, which he used to create the nine Bijuu's we know and love. He created this by splitting the chakra of the Juubi into pieces and giving them shape through the Yin Release that administrates imagination. He then gave each of them new life through the Yang release that governs over life. The newer chapters has lead a part of the fanbase into believing that Naruto is able to preform this jutsu on his own, something he isn't. He is only able to perform one part of it, the Yang Release. So I will explain it now.
When Naruto healed Gai, he did so by breathing life into is dying heart and body. By doing so, he was able to extend Gai's life, but for how long we don't know as his body is still falling apart and he will need a new one at some point. When he regenerated Kakashi's eye he said himself that he used part of Kakashi in order to "create" the eye again. That statement contradicts the theory that Naruto is using Creation of all Things as he wouldn't need to use a part of Kakashi if he could simply create things from nothingness. Now, let me explain how Naruto's Yang release works in a bit more detail.
There are two scenes which has lead fans into believing that Naruto possesses Creation of all Things, the first is the scene that shows Naruto "saving" Gai while the next is the scene that shows Naruto regenerate Kakashi's missing eye. Both of these scenes prove one thing, that Naruto is able to breath life into already existing things, but he isn't able to make it from nothingness. (As he lacks Yin release to do that. Kurama's Yin chakra doesn't give him Yin release in any way.)
In the case of Gai, Naruto gave him more lifeforce as the little he had left was dying out. However, Naruto wasn't able to do anything about his body as his entire body has completely changed and there is no original DNA to take from in order to turn his body back to normal. If Naruto had a part of Gai's body before he used the eight gate then Naruto may have been able to restore his body as well. In other words, Naruto needs a starting point in order to breath life into new parts of the said thing. Here is where Kakashi's eye come into play. Members have claimed that he created the eye from nothingness, that is faulty. Naruto himself said that he took a part of Kakashi and used that to create the eye, in other words he just build the eye off something that already existed. Such as DNA. Naruto most likely took the DNA from Kakashi's remaining eye and duplicated it to create the other eye.
In other words, Naruto is able to take already existing material and duplicate it to create a new version of it. However, he is not able to create something from nothingness, as that is Yin release. Yang is portrayed as white by Kishi, while Yin is portrayed as black. Naruto's mark on his hand is a white sun/full moon while Sasuke's mark is a black crescent moon. They got these from Hagoromo, by gaining his chakra. Meaning that Naruto gained the Yang part, while Sasuke gained the Yin part. Sasuke has the power to create something from nothingness, while Naruto has the power to breath life into already existing beings. ( Together they are able to preform Creation of all Things. )
