I'd create a character new Akatsuki member (obviously). Born in the 'Village hidden by the Rain/Amegakure'.
A distant relative to Yahiko trying to revive his village. His Kekkei Genkai would by Ice Style.
He ultimately dies as a fodder..

Why 20 years later?

An Uchiha made from JJ Madara's DNA, do has rokudo chakra and has a sharingan. Manages to achieve a rinnegan in one eye, although mutated since he doesn't have Asura chakra. Is a defunct clone(not as prodigious and can't use Genjutsu) due to problems in the cloning process. Has a combat style based around Inton(tool creation which progresses in form with every tomoe) + more agile katon, with a few lightning techs.

His story would be him trying to find his place in the world, while becoming it's eveuntual hero. He would have his own personality, quite introverted. He would be like the villainous hero, who will be in oppsoition to the heroic villain.
