Basically It's exactly what it sounds like. You play the role of Nagato, it's your job to recruit a team of 9 select Shinobi with the skills to aid you in Akatsuki's missions. Please read the following simple rules for establishing your team:
1. Form two-man cells: While recruiting your team, assign them each partners withing Akatsuki, remeber to assign yourself a partner too! Try to back up your choices with why each duo would be effetive in your mind. Try to matchup the young with the old, the intellectuals with the brawlers, and so on as Nagato does. Already existing members can't be used.
2. RECRUITMENTS MUST BE REALISTIC: If you will humor me, consider the alligences that already exist for the Shinobi you select, For example: Naruto, Hiruzen, Gai, etc. would not be realistic options to join a criminal, terrorist organizations, back up your offer with what these Shinobi could gain by being a member. Choose shinobi with a solid motive for living a life of crime, Shinobi that were once criminals or could be realistically motivated to BECOME criminals are also acceptable, just be sure to include how you would convince said character:
3. Effectiveness over Power: Simple rule, think strategically, don't just seach for the most powerful characters you could possibly find. Remember akatsuki's particular goals and select the most efficient for the job.

Team 1:
>Nagato / Pain (STANDARD)
>Hanzo The Salamander (I would convince or force him to join when personally invading Ame, keeping him in control of the village and keeping the organization more secret as Hanzo had a great mind for caution.)
Team 2:
>Kaguya Kimimaro(I find Kimimaro instead of Orochimaru, and train him until the illness kills him, then revive him healthy using Rinne Tensei and continue to get him to train for years after, not too complex)
>Yamato (I abduct Yamato in the early stages of his life as a clone and raise him to use powerful Mokuton (not too complex either)
Team 3:
>Haku (I come to him instead of Zabuza when he was looking for someone to devote himself to, and he is inspired by our Ideals though is misinformed about the true nature of the world "peace" we seek to incite)
>Uchiha Fugaku (In an effort to keep the revolution alive, I give Fugaku the opportunity to join the organization with the promise of giving him the power to restore the Uchiha name, after leaving the village he recieves news of the clans massacre, this triggers the awakening of the MS. Fugaku is given Shisui's eye from my (Tobi's) store room and recieves EMS, learning the Body Flicker technique in addition.
Team 4:
>Sabaku No Gaara(I encounter Gaara at a young age, after Yashamaru's death I go to him and explain to him that there is a group of people who think that his power is an amazing gift and that he could be accepted and learn to control himself, I go back to him at age 12 and he joins me instead of going to the Chuunin exams as instructed, we train him without removing the Shukkaku to keep his mind unstable and do not inform him that we will have to extract it, killing him eventually.)
>Sakumo Hatake (Based on hype, after shaming himself to the entire village, I convince him to join by staging his death)
