I'd say most likely both. Cracker makes a bunch of shells for BM to use her fruit on at the same time he can make more around himself and give those orders. He can probably only control them within a certain range.Well that biscuit knight is definitely not actually Cracker since Brook & Pedro are inside instead, but the source of its power seems a bit ambiguous now. While Pedro states that biscuit knight is being controlled by Big Mam's fruit, we also know that Cracker can manipulate the biscuit knights himself as he did against Luffy this chapter. So which one actually controls the armor shells? Bisc Fruit or Soul Fruit? Potentially both?
