It says "who could be the strongest", not "who is the strongest". It's not definite on the matter, especially since Cracker was mostly used as a measuring rod to show how Luffy matches up against the new enemies rather than a major threat on his own.

Anyway, the strongest enemy he's ever fought was eiither Aokiji, or Fujitora. Admirals tend to be stronger than Yonkou's subordinates, and he's 1v1ed both of them. (and technically he fought Kizaru/Akainu in the war, but that wasn't a proper fight).

You don't think first mates can fight on par with Admirals?
Marco, Ben Beckmann, Jack, and Dogtooth seem like they'd end in a stalemate.

3/4 of the names I listed already fought admirals Jack fighting 3 of them and survived.

All Rayleigh taught him was the basics of haki so don't know what you expect unless Rayleigh taught him something off the book

Yeah Zoro could have probably mid diffed Cracker.. a Yonko Commander lol.. it's really all about who's the better match up for some of these fights at the end of the day..

And as for Doflamingo, Luffy only won because of county came and saved him and made time for him plus Doflamingo was gama knifed.

Doflamingo was a all rounder with great durability and Cracker was a defence tank with spam and had a weak body.
