Since we've seen Lucci, Kaku and Spandam what do you think the odds are the big guy this chap is Blueno? Also is Stussy Kalifa?

I doubt we'll see blueno, kalifa, or even jabra as part of Cipher pol 0. If Cp-0 is suppose to be the strongest or most deadliest, why is Lucci and Kaku there in the first place?
The only thing they can possibly improve on is possible awakening and haki.

Why Lucci and Kaku are promoted in the first place and weren't they were being hunted in the cover pages?

They can improve just like anyone else can improve.
Lucci and Kaku were said to be prodigies; moreso Lucci. Go back and reread Lucci's backstory and understand he isn't a scrub. And him getting bigger and coming back to probably fight Luffy will add to his feats and show he's coming up and basically keeping up with Luffy, the future Pirate king.
Now yes, some of what I'm saying is speculation but the fact that hes in this era is what's keeping him ranked pretty well in my book. Kaku is a master swordsman who yeilds 4 sword style and is incredibly smart. Zoro had to use his ultimate tech after a long fight with him and only then did he win. If it was anyone else they would have lost. They don't get enough credit because they were from part 1 but they are monsters.
Crocodile and Mr. 1 were from part 1 and earlier than enies lobby, are they still super weak and will add nothing to the story in part two? **** no! They will be monsters also because everyone has something to prove. You will see.

I know what you're saying for the most part I agree with you but you have to remember that the lose did happen and they didn't do anything to redeem themselves.
Like even though Lucci and Kaku will improve their haki to great lengths, it's still not gonna be a stronger haki then what Luffy and Zoro are able to do. So my thing is that when these guys were in Cipher pol 9, weren't there already stronger people in Cipher pol 0 who could've handled Enies Lobby better than Lucci did pre timeskip?
Unless your UzumakiMacho, he thinks both of these guys are weaker than Luffy in Alabasta.
But for the most part you're right, but the difference between Croc and Daz is to Rob and Kaku is that they had a chance to prove themselves during the war.
Croc and Daz lost to the straw hat crew pre-timskip and then fast forward to the Impel Down and he's one-shotting awakened guards on the same level as G3 Luffy and Jimbei, Lands on the paramount war with Daz slicing high level pirates/officers and Crocodile just fighting on par with a Jozu while tanking his hits pretty well. In fact, he tanked his Brilliant punk better than Kuzan did which doesn't make any sense.
If Rob or Kaku had a redemption period like Crocodile and Daz did then I would understand completely.

Zoans are not equipped with capabilities that would allow them to conduct reconnaissance and assassination missions, they're there for training purposes only. Once their trainning is done with, they'll be assigned with CP-9. CP-0 is reserved for the top elite Logia group knows as the 'Head Bangers'.
