totsuka is weightless, going by itachi's handsign speed (which even kakashi with sharingan couldn't read) he could blitz you very fast.

I disagree his intelligence and battle strategies are more than enough to take out powerful opponents

But your point is correct, give totsuka to someone else who has no battle strategy and it'll definitely be useless, its itachi himself what makes it dangerous

Yes, someone with sufficient speed/reflexes can avoid Totsuka. It's decently fast, though, considering when Itachi cut off the 8 heads of Oro's hydra, they all hit the ground at tthe same time.

However, it's not like it accounts for 100% of his aresenal. In reality, there are very few VS matchups where Totsuka (or Yata, for that matter) are even a significant factor. So saying he isn't Top 15 just because Totsuka can be avoided isn't accurate.

I guess i cant argue with that. itachi is smart and very battle strategic but he is not taking out no top tier though by that i mean the top 10 in the NV since every top 10 either is a JJ, has SO6P chakra or has space time/body flicker/FTG

how else would he had gotten it though? he wasn't born with susano or the spirit weps. he had to pick them up in order to obtain them. orochimaru was also said to be searching for them. further evidence that they can be picked up and wielded.
