I don't see why he had to specifically choose only one of the sons. Sure the two would have their disagreements but they would have at least eventually worked together with each other to establish peace. Maybe it's something like the people around at the time didn't trust the elder son or something like that but for now I don't see why he left his will to only one of his sons.

Considering his last talk with his biju, The Sage pointed out "what true power is", and with this, he likely figured the Elder Son was weaker.

What if the son had the same philosophy as the Elder Son? One son with all the power would be too risky and could pose untold consequences for the future.

Thats only an assumption, we don't know how their relationship was prior to that. They could've easily held firm to it their sides and stayed rivals. Eventually one would kill the other and things would be worse than they are now.
