They can't die so they can't be incinerated, if they are incinerated they would die which goes against the fact that they can't die. They may feel pain but they won't die.

They are just chakra monsters, and it was stated in a chapter that Bijuu don't die. Also that's because that was a Jinchuuriki getting burnt, not the Bijuu itself.

It doesnt spawn on the point of the users vision. It just seems that way when in close range because it has always been portrayed as such when it was used in CQC.

When hitting targets from a distance it actually shows the flame traveling before hitting the target. The unsuspecting target is usually not fast enough to move out of the way or does not know about the ability in order to counter it.

Kishimoto changed his mind about Bijuu dying since in Part 2 its been mentioned they don't die. Remember,. Kushina said the Kyuubi would respawn if she died with it inside her.

Yea, it forms around the area where the eye is focusing, but travels to reach its destination.

There are many cases where it has been shown traveling, at long distances. I cant be bothered to pull them up right now though.

these people can get ride of it(counter) even after it catch them

these people can block it or avoid it if they start the fight in special cases(inside their defenses)

itachi didn't want to kill sasuke but he wanted to hit him with amatrasu and the evidence is that he went on trying hit him (he already hit him)
amatrasu can be expected as the eye bleed as sign for it before the appearance of it(as A and gara did) but kamui hasn't sign
